if you wanna do it do it in vinyl first. that way when your done you can take it off if you dont really like it.
you realize that you need to take things into consideration like clear coat, in order to paint it you have to sand through the clear coat to get the paint to stick with out making it run really bad. its a weird cuvature (sp) so it will look different in some lights without a blended clear coat and trust me, it dont matter how good you think you are at spary bombing, you cant blend a clear coat with the stuff. especially on a white car, or blue, or black or that ugly green or any other color it comes in. than there is dust sticking to it if you dont let the paint full dry which is about 24 hours to make darn sure. do you have a garage to do it in? you would have to cover the whole car in a cloth so that you dont get any over spray on anything, if it was a blue or grey cooc you could get away with not but with a white car it could look pretty terrible if any over spray got any where but there. if you really want to play with paint on your car, take it to a bod shop and tell them what you want. get them to give you a quote on how much it would cost. i personally dont think it would cost more than 1000 bucks with paint. but as far as a simple diy, what your thinking about doing could totaly screw your paint job and make you really wish you didnt do it. im not sayin dont do it as much as i mean YOU dont do it. i did a quick photo shop and it looks sorta ok but i can tell its not an SR bumper if thats what your looking to do.
just make sure you are ready for a permanent change that you cant tame back unless you repaint the whole bumper.

I'd say go for it.Be different,make it your own. As far as cost ,a local shop that does custom work qouted me $600 to scuff,(the whole car) tape, add two heavy coats of metalic,two-three more coats of clear $900 w/jambs,under hood,and hatch.With the same warranty as $5000 jobs.So the cost to fix it shouldn't be much if you were to mess it up Good luck
